I am getting a lot of calls from someone talking about changing energy supplier. The phone doesn't ring, the call goes straight to Voicemail and so doesn't show up in Recents. If I listen to the Voicemail, the telephone number is quoted. How can I block the numbers as I am currently receiving 3 calls a day, on average?

It sounds like the number is already blocked. “When you block a phone number or contact, they can still leave a voicemail, but you won’t get a notification.” This is the way it works in iOS 14.
