I presently run ElCapitan 10.11.6 and need a minimum of 10.13.6 to run my tax program. My computer sends me to the App Store where the OS is not available. What should I do?

I presently run El Capitan 10.11.6 and need a minimum of 10.13.6 to run my 2020 tax program. When trying to download High Sierra 10.13 it directs me to the App Store where this OS is not available. Please advise me has how to proceed to download this OS.

If you get a corrupted message...

Naw, not damaged, it's just that you have an old copy already in Applications, Trash the Install MacsOS High Sierra.app in Applications then a new copy of a more recent version can be downloaded..
