iBooks is installed, however it does not allow access to audiobooks. Is there a workaround? I understand that iBooks and Apple Books are different. There is no Apple Books app on my system, nor is it downloadable from the App Store.

There was no Apple Books for High Sierra. It is iBooks, and your access is restricted to what content iBooks grants you. Mojave has Books.
