I go in circles , brand new, restored several times, issues like won’t let download apps , then if does can’t get into them. Again go in circles!! Want my full refund!!

This sounds like you are having a network issue of some sorts. When you cannot download apps are you getting a warning? What is it doing? When you cannot open apps what is it doing? Are you setting up as new or are you restoring from a backup (that could be corrupt and causing all your issues)?
