Do you have a cheap USB Mouse to try?
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Bought a new Magic Mouse 2, with same results. Mouse does not move, stuck in upper left corner on screen. When I turn mouse to off position, the screen now says ‘mouse off’. Help please.
Unplugged keyboard as troubleshooting suggests, tried to move new mouse, with no results.
