Moving from a different country, iCloud sync issues

My son relocated from Japan back to the US. He took his unlocked iPhone XR and installed his old US carrier SIM card. Calls work/carrier recognition is fine. His iCloud is messed up. Any advice on how to restore/restart? He's restarted both his phone/Macbook, logged out of iCloud - waited - and tried to log back in. He's got nothing. Now, his iCloud p/w is not recognized (or so the message says). Appreciate any help you can shed on this. thanks -

Hi cp - thank you for the reply. We did see this page on the Apple site, but it did not correct the situation. He can log in to iCloud.com and see/receive his email there. He can't do this on his US purchased MBP nor his Japan purchased iPhone XR. We recently went to the Genius Bar because of a display issue on his phone, and they were not able to offer a solution. We brought his MBP with us too, for the iPhone appointment. His new iPhone arrives tomorrow, and it is possible there's some sort of behind the scenes hold on the account. Still, the web version of iCloud is fine. Possible a setting restore is in order..? Don't know. With the new phone, we will post on results Saturday. Thanks!
