Thanks for reaching out in Apple Support Communities. We understand that you're having trouble with your iPhone. It looks like your iPhone won't charge and there is liquid inside. We're happy to help. Did you already try cleaning and drying the iPhone? The recommendation is to "leave your iPhone in a dry area with some airflow for up to a day. You can try again to charge or connect a Lightning accessory throughout this period. It might take up to 24 hours to fully dry." If you continue to get the notification, your iPhone may need service.
