Both ports on this model should have full port power both charge & data transfer.
Redefining port definition happens with each reboot—
you can try manually resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
If no resolve Try resetting the SMC https://support.apple.com/en-us/HT201295
Otherwise if no resolve I would suspect a hardware issue: cable /cable connection /port itself.
