I previously used my fingerprint ID to open a locked notes on my iPhone. All of a sudden, it did not allow me to use my finger, and it only asked me to enter the password. There was no fingerprint option at all. And I never made a password before. So now I’m locked out of my notes file. What do I do?

The only way you could have locked notes in the first place is to set up a password, only then you can you allow Touch ID to unlock the notes. So you did set up a password at some point.
Touch ID is a convenience and it does not replace your password, therefore you cannot forget it.
It's not really any different than using Touch ID to unlock your phone. There are things that can & will occur that require re-entry of the password/passcode. If you forget your iPhone passcode and rely on Touch ID, you'll wind up in the same position with your phone.
If you don't recall the notes password, you will not be able to access your locked notes.

Hello, I tried all steps but it still asks me to enter a password (which I never created).
My personal experience was that I just created a note that I locked, and I used my fingerprint to lock it. And all of a sudden, it asks for a password and no fingerprint. Anything else you suggest
Update: I went on a call with an apple rep, but they kept telling me that it was normal For Apple to be requesting a pass code and not Allowing the option for touch ID. I kept repeating that I found it bizarre that many months after creating it, it randomly asks for that only. Then the phone hung up on me. I’m disappointed. What do you recommend?
Yes, I tried that as well. I actually reached out to Apple support, but after describing my issue, they said that they have limited options, and there is no other options that came up. What do I do?
Yes, but My new password gives me a hint after three tries. Whereas this old password does not give me anything. That leads me to believe that there was some sort of system bug.
more than likely you didn't enter a password hint when you originally set up your password.
