I have a new macbook pro. when trying to access icloud it says to accept terms and conditions. When I click on that, nothing happens - no dialogue box to accept?

Boot into Safe Mode by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files

To start, let us know if you've had a chance to restart your computer before trying again to set up iCloud. If the issue persists, you'll want to start your Mac in macOS Recovery to ensure there is not issue with the software or hardware of your startup disk.

Did not correct the issue.
I just ran disk utility and restarted. Got prompt to accept terms and conditions for iCloud, but continues to loop back to prompt without t&c appearing or any ability to accept the terms. What do i do to access iCloud. ? Do I need this in order to be able to synch my iphone to my new macbook pro.?
Also, Getting new ihone 11 shortly ( 6plus on last legs) - will I be able to synch and back up phone to this new macbook pro?
