Cannot sign in to my iCloud account when pairing and cannot sync

I erased the data from my old phone because it said it transferred the watch during activation. It did not. Now after having erased the watch, during activation I get prompts to log in with my iCloud id. Sometimes it only asks for the password. It ALWAYS times out when I try this. If I hit skip and get to the part where it syncs, either my phone or my watch will have a “could not connect” error. I cannot pair my watch. Help!

We see that after erasing your Watch you're getting prompts to sign into your Apple ID that are timing out. Use the steps in the article About Activation Lock on your Apple Watch, under "Turn off Activation Lock before you send your Apple Watch in for service, sell it, or give it away." Also be sure to power off both devices and and restart them and try pairing again.
