HOW TO CLEAR "OTHER" STORAGE? OVER 60 GB

This laptop's already slim storage is completely dominated by files that I literally do not have access to, or knowledge of. Over 60 GB (!!!), more than half of my available storage, is taken up by this ridiculous "other" category that you can't click on to see. I have been bobbing and weaving with this laptop only having 8-10 GB of available storage at any given time, and it is extremely frustrating. I just had to delete my entire music library, all of my documents from any time from 6 months or over, all of the 3 apps that I had been able to download. This is getting absolutely ridiculous. I would love to know an effective, legitimate method of clearing out this "other" storage so that I can properly use the product I paid a ridiculous amount of money for. Thanks.
