GSX LOGIN Denied

I have created a new Apple ID to access GSX for learning onward certification for iOS Technician, somehow the apple portal to access training material at GSX page not allowing me access, a message appears (Access denied) even generated digital ID too? Also, created digital ID, how to make it possible to access the GSX or ATLAS portal for learning? An urgent reply from the community will appreciate
