I have Apple Music and was charged this purchase! I have called about it too. Still not refunded!!

Even when you have Apple Music you can still buy music from the iTunes Store if you want.

See the following for the difference:

Add and download music from Apple Music - Apple Support

and

Buy music from the iTunes Store - Apple Support
