It is probably too old but you haven't told us a model for us to say exactly. Click on this link to read how to "Update your iPhone, iPad, or iPod touch" --> https://support.apple.com/HT204204 - When you try to update you will only be given one update selection which will be the highest available iOS version supported by your device. If it says the device is up to date and you need a higher OS version you will have to buy newer equipment.
The above process will answer your question. Others may post more about how you really should be buying newer equipment, etc. but the answer to your question is just a click away.
Whether you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by your iPad model - and the currently installed version of iOS. You can find this information here:

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:
iPad1 - iOS 5.1.1
iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)
iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)
iPad Air1, iPad mini2 and iPad mini3 - iOS 12.5.1
Newer models, not appearing in this list, are all able to be updated to the current version, iPadOS 14.4.

Given that you iPad is so far behind the current version, to update to iPadOS 14.4, you will need to use either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS) to perform the update.

Thanks but we don't really absolutely need to know the model. Use the link I provided in the very first response to see what it offers you as an update. It will either go higher or it won't. Simple.

I tried connecting it to my Mac but it doesn't appear in the finder. I see it when I go to System info holding the option key. I then can click on it under USB but nothing happens. I also got it to appear using airdrop but couldn't select it. Current IOS is 13.7. i was prompted to get the update so I assume this model is eligible. I clicked on verify and then in install. That's where it ends. I get a message that there was an error and to retry. Is that as high as this model goes?
It doesn't explain it. It starts to verify the update. Then it says "Unable to Install Update. An error occurred installing IpadOS 14.4
Gives me two choices:
Retry
Remind Me Later
I have retried several times. I shut it off and turned back on. That didn't help.
I tried to update my Mac but discovered that "software update" isn't there under the apple menu or system preferences. I currently have High Sierra 10.13.6. When I click on Software update from "about this Mac" it tells me "no updates available". Could my Mac be too old and that's why I can't update the iPad from it?

14.4 is the next update for you device.
Your iPad supports iPadOS 14.4.
You see an error. With more details of the error that you see, we may be better able to provide explicit advice.
You’ll note that several links were provided in my initial reply - that provides troubleshooting update issues...
I will try to use iTunes.
I am backing up my Mac now to install the software upgrade. Maybe that will solve the problem with the iPad.
