How do I get out of accessibility shortcuts? It seems to have frozen my screen, making it unable to shut down or go to any other page. When I tap on a button, it highlights it and speaks the text, but I'm unable to move anywhere.

You’ve activated Voice Over (for vision-impaired users). That means you have to double-tap everything to navigate (single tap just announces what you’ve tapped). Go to Settings - Accessibility - VoiceOver, and turn it off. Remember - you have to double tap everything to get there.
