Instructions on the Apple Support site instructs the user to find the Touch ID and Passcode section in Settings. However, in IOS 14.4, there is no such setting. How do you add a new fingerprint to an iPhone 7 running IOS 14.4?

yes there is unless it is restricted. So Make sure Screen Time is completely off or allow passcode changes in Settings, Screen time
