Carrier update failed

I keep getting the message “carrier update failed “ then my service goes away. I followed the directions, connect to Mac, backup, and command click on “check for update” I then get the message that I have the latest version of iOS 14.4. I’m pretty sure that this started with the iOS 14 update. How can I go back to iOS before 14 on my iPhone? Or correct the carrier update problem?
