MacOS reinstall: this item is temporarily unavailable

I reset my Macbook to factory settings, and When I try to reinstall MacOS, it says “This item is temporarily unavailable”. What do I do?

If so, we would love to help see if we can get the issue resolved for you. This error indicates that you need to sign in with an Apple ID that has already downloaded or accepted this version of macOS. If your aren't the original owner of the computer, you will need to use the method we've linked below.

Hi, I think there is a mistake. My macbook isn’t started yet, I mean that it is still in Recovery mode. I tried to press the “Startup disk” But it says There is no start up disk. What do I do? I already created the installer on a USB, done all the steps in the link you provided. But when I tried doing the Terminal step, it says command not found.
