why my space grey (black front) ipad starts with: white background+ black apple logo and doesn't say hello after factory resetting?

By “Factory Reset”, have you followed this process - or something else?
Restore your iPhone, iPad or iPod to factory settings – Apple Support
If instead you have used a reset procedure from iPad settings, you will not have performed a factory reset. Likewise, unless the Activation Lock has been disabled prior to a reset, the initial “hello” screen will not necessarily be seen.
