What does this symbol mean? It always shows as ‘unlocked’ too

I would expect the unlock symbol to remain for 15 minutes without touching anything (because that would reset the 15 minutes) then change to locked.

It always appears in the unlocked position though.
Do you have a passcode set?
When you open the lock screen and then unlock your device, that icon will appear to let you know that the device is unlocked and you can access the home screen.
I do have a passcode set. My phone locks after 15 mins. It appears in the unlock position when my passcode is required and when it’s not required.
I think it is different from mine. I have a phone with a home button
I just got the 11. New to this
Thank you for talking with me about this. I restarted my phone and yes it is now working as intended! It shows locked when my phone is locked and unlocked when so.

This lets you know that you can swipe up from the lock screen to the home screen. As long as the iPhone is unlocked and displaying the lock screen, that icon will appear.
