my phone has been stuck on SOS ever since last upgrade have a new sim scanned it and it is still on SOS why

phone has been stuck on SOS and no luck with TELSTRA except they gave me a new sim which I scanned

and it is still stuck on SOS - HELP

I Looked at that but did not help

What happens if you force your iPhone to restart? If your iPhone, iPad, or iPod touch won't turn on or is frozen
