When I updated my MacBook I lost iPhoto where all of my photos were stored before I started using iCloud. How do I recover these photos?

Use the Photos.app, the successor to iPhoto. It will create a new Photos Library from the iPhoto Library and you can browse and work with the photos in Photos.The metadata and your albums will be transferred as well.
When you launch Photos the first time, it should automatically open the iPhoto Library you have last used in iPhoto.
If that does not happen, quit Photos again, then hold down the options key while launching Photos and in the dialog that appears, select your iPhoto Library.

I see all of the folders from my iPhoto in Photo, but there are no photos showing. Any reason why the folders are there and not the actual photos?
The photos should be there. Did you use the "hold the option key down" method?
