USB C to headphone adapter is not working. It just gives click sound and static pause but no any output. I purchased twice a genuine converter but both results the same. Is this hardware or software issue? Anyone facing the same issue here?

I am using this adapter for iPad pro 11. One of the user suggested in first connecting the adapter and slowly connecting the headphone jack , i tried and surprisingly it worked but the microphone had some issues. I wonder how it worked that way.

To start, which device are you using this headphone adapter with? There are a few different adapters to use with different devices. For example, the adapter shown in the picture would be so you could connect headphones to a USB-C port on a device such as a MacBook.
If you are attempting to use headphones on an iPhone with a Lightning port, you would want to get a Lightning to headphone adapter. Take a look at the different adapters and how to use them here:
