I can't delete web links from my Home Screen. The little X doesn't show up to delete them. Also there is no option to remove from hone screen?

how do I get rid of them

Settings>Screen Time>Content and Privacy restrictions>iTunes & App Store purchases>deleting apps - allow

Where would I find the restrictions that would cause this so I can see if they need to be turned off

your photo looks like the first step in the Haptic Touch. Select edit Home Screen and it should offer the delete option.
