Although most debit cards can be used for your Apple ID, not all are accepted. It may also be that there is something amiss with your debit card account that could be the reason it is rejected.

Try using a Credit card instead of a Debit card.
In some countries a Debit card is not accepted.
Also not able to use credit card
Then there may be an issue with your credit as well. I suggest that you contact both your debit & credit card providers to sort this out.
