Apple informs developers months ahead of a major OS release; betas are made available for them to test and have an update ready when the OS is released.

Not everyone decides to have an update available. Some decide to abandon support for a particular product - they prefer you spend money on a new one. So, you may want to contact HP support. They have to make updates available to Apple so they can integrate that into available updates for third party products.

Sorry my friend, this is still a 32 bit driver and does not wake up the printer, neither for printing nor for scanning.

If one wants to keep using printers with Big Sur 11.2 one either needs to go back to Catalina OS or wait until a 64-bit printer is on the market. Pretty strange that Mac did not inform printer makers of this change so that they could have developed their driver in time... I asked the virtual assistance about this - has no clue what Big Sur is...!
