Thank you for posting in the Apple Support Communities. It sounds like you'd like to add photos to the Featured section of the Photos app. We'll be glad to provide guidance.
Featured photos are curated for you in the For You tab of the Photos app automatically. There isn't a way to add or remove photos from this section. If you'd like to leave feedback about this, please do so here: Photos for iOS and iPadOS - Feedback
