I want to use my Paypal balance for a gift card but it seems the only way is to buy it from the official PayPal site. My PayPal account's country is Serbia. Will I need to change my Apple ID country to Serbia to redeem the card?

You will need to change the store to Serbia to redeem the card, but if you then want to change the store to somewhere else, you won't be able to transfer the account balance to a new store.
