I want to switch from a Mac to an iPad Pro. I have a Time Machine Backup of my old Mac. Is it possible to restore my old Mac on an iPad Pro?

No. Two different operating systems and architecture.

If you store your files on iCloud Drive, you can access them on the iPad Pro, if there is an iPad app that can edit them.
