My phone has been disabled for the last two weeks because I have entered my passcode incorrectly multiple times. I am unsure if I have toggled iCloud storage on or not.
my question is: Once I enable my phone through iTunes or iCloud, will I lose any data, messages or Apps etc? Is there a way that I can enable without losing everything? My phone is kind of new.

The data on the iPhone is already gone.
If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
If iCloud backups are enabled, or if there are local backups on a Mac or Windows system, those are not effected by the device reset, and can be restored.
Once the phone is disabled, there is no recovering the data on it.
If you have a backup, you should be able to restore with that and recover much of your content. (depending on how long ago the backup is from)
If you had iCloud syncing your messages, you should be able to retrieve those.
You won't lose any apps, they are associated with your Apple ID and you can simply download them again.
Unfortunately at this point, any data that you had on your phone is gone. You will need to restore it through your computer. If you have a recent backup, you can reload it.
