We can see this same behavior is not happening with a different VPN that you have setup on your Mac. They both appear to be L2TP VPN's, is that right? Are there any significant differences in the Authentication Settings when comparing the working VPN with the affected VPN?

Did you also already try removing and re-adding the affected VPN connection? If you are still unable to pin point the reason behind this behavior, we'd like to recommend reaching out to Apple Support directly for continued investigation on this. You can use this link to connect: Get Support

It sounds as though you're being asked to enter your user account password when wanting to connect to a VPN. To clarify a bit further are you being prompted to sign in to the VPN, or sign in to the user account. If you're being prompted to enter a VPN password this can be expected as VPN's are secure connections. If you're being prompted to enter the user account password do you know if you have File Vault enabled? This can be verified in System Preferences > Security & Privacy > File Vault.

Have you tried completely removing the vpn profile and the. Re adding the vpn profile.

If you're referring to the Padlock icon, and the password related to unlocking the padlock this can be expected as this is a built-in security feature of your Mac and may not be disabled and may be required by certain System Preference panes/features. In the section titled 'Set options in preference pane' of the following article there is a hyper link titled unlock the preference pane which outlines those details.
