Constant ERRORS: "Scratch disk full" "Your password is required to enable iCloud Photo Library"

I cannot seem to clear my scratch disks, they are always full and I cannot use PS. I have everything suggested on several threads. I cannot find any temporary files from photoshop, I cannot Optimize my photo storage, it continually says "Your password is required to enable iCloud Photo Library." Which I also googled and tried all that was suggested. My icloud photo is already selected under preferences! What is going on with my Macbook Pro. I have even gone to where they tell you to to delete "Other storage" and I cant find this other storage.

I need to get to work and use my PHOTOSHOP! Please help!!!!!!
