Apple id problem

Can you get them to log off using the steps in the article below?

Turn off Activation Lock - Apple Support. 

If necessary, if  you are the original owner, contact Apple. Apple can remove the ID  if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)

They Need to Log Out:

Ask the seller to meet you back in-person. From there have them log out, then format it anew. Elsewise, it'd be useless to you. So, once they sign out, have them let you log into it. Was this Purchased Online?:

If purchased off of a Web bite (i.e. ebay), then contact that site, and see if the seller can be held accountable, and if you can get your money back.

Learn from this:

Take this as a learning experience, knowing to always have the seller log out, prior to selling it to you; if they decide to dis-abide by those terms you've set forth, then do not proceed with the transaction.
