What do you mean by “new iPad screen” not responding?
Apple and Apple Stores do not repair iPads, but only offer in/out of warranty device replacements.
Was this iPad's screen repaired/replaced by a third party electronics repair shop?
What year and model iPad do you own?
What iOS/iPadOS version was this iPad running?
This a one week old New ipad 10.2" 128GB bought from Best Buy 1/31/21. I can not reboot/turn off the ipad because the screen does not accept my finger to swipe. I can not enter my pass code for the same reason.
Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
