I bought an Ipad from someone and activation lock is on and i dont know what to do

There is very little that you can do...

If you purchased this iPad from someone and is user activation locked to some unknown Apple ID/password, if you cannot reach this someone to attempt to get this needed unlocking info, then this iPad is a dead, useless device to you.

You will never get this iPad to work for you.

No one here can help you. Apple will NOT help you!

If you can't get yout money back, then recycle the device.
