bought ipad off someone and it has activation lock and i dont knowq how to get it off

Your options are extremely limited...

As such, unless you can independently trace the previous owner to resolve the matter, the iPad is useless to you and anyone else.

you can't, it's not a lock on the device it's a lock on apples servers, only the owner of the appleID can remove the lock
