image capture importing duplicates

currently having an issue with importing photos from iPhone XR using Image Capture (Big Sur 11.2) to an external HD. I noticed that the photos on the HD started duplicating about two months ago.

I just did a quick test and 6 pictures had the green check icon since it was already on the HD and the Import Count was excluding the 6 as well. however after Import Capture completed the 6 got imported again (file name same, appended with a 1). Image captured has always been able to track the diff and import the new ones but it seemed like the recent OS updates may have caused it. anyone having the same issue? everything is working as it should like import count and the green check icon but it keeps importing all the images every time I use Image Capture.
