GlobalProtect cannot connect to VPN server using Iphone12 hotspot

I recently upgraded my Iphone from Iphone8 to Iphone12. I used to be able to connect to my work VPN using Iphone8, but it is no longer possible with Iphone12.

I tried with with other people Iphone and the issue seems to only occurs with Iphone 12. Here are my tests:

Not working:

-- iphone12 + ATT hotspot connects to VPN : not working

-- iphone12 mini + ATT hotspot connects to VPN: not working

Working:

-- iphone10 + ATT hotspot connects VPN: working

-- iphone8 + ATT hotspot connects VPN: working

-- home wifi connects VPN: working.

Something is not working right with Iphone12. Does anyone know what the issue could be? Is it Iphone12, ATT networks, or the VPN server?

Is the 12 on AT&T's 5G network? Try disabling 5G and see if it makes a difference.

There are 3 modes for "voice and data" namely "5G on", "5G Auto", and "LTE". I tried all three modes but none of them helped

There are also 3 modes for "Data Mode" namely "Allow more data on 5G", "Standard", and "Low Data Mode". I also tried all three but none of them helped.

I also changed MTU on my laptop as as suggested by other people with similar issue using command below but that did not help.

netsh interface ipv4 set subinterface "Wi-Fi" mtu=1320 store = persistent
