I lost my iphone

I lost my phone and unfortunately my I cloud storage data space run out I have only have I cloud storage data from 2016 5 gb free data . How can I recover all my data from I cloud ? Its possible ? I have I cloud account + phone serial number + phone imei number

Please advise
