Do I have to use my home pod mini with my phone or ipad or can it be a stand alone device? I would like to use the home pod mini to play music while I browse the iTunes Store or play music on headphones from my iPad and not have the home pod mini be interrupted.

Yes HomePod works alone. Except if you cast from your iPhone using AirPlay. But if you launch music from HomePod in HomeApp or using Siri, it plays music as a stand alone device.
