People in Photos
What does this mean? "People will finish updating when photos is in the background". Do I need to close the Photos APP or just minimize it?

Keep Photos running, but do not interact with it, but work with a different application. The background processes launched by Photos should be keeping running.
Where are you seeing the message about "People will finish updating when photos is in the background". Is it below the main People album, or only below the album of some of the People?
If you are no lo get seeing the message below the mean People album, Photos may have finished the scan. You may have people in your library where the scan cannot be finished, because you are having only one photo of the person in your library. I am having quite a few people in my library with only one photo of zee person, and Photos is still waiting for more photos of these people, which will never happen, because I will probably never meet these people again.
