apple ID issue in apple store

Ever since I've updated my iphone 7 to IOS 14, there's always an issue in regards to my "payment not completed" when I tried to download an app from the apple store.

I've tried everything I can, includes logging out and in, and ensure my payment is competed with correct info.

I've utterly no clue about what's going on. This is driving me crazy I'm dead serious. help me mate.
