AMD GPU spikes to 100% all the time, 16inch MacBook Pro AMD Radeon Pro 5300M 4 GB

My MBP 16 2019 fan is constantly running and the AMD Radeon Pro 5300M 4 GB is always pegged at 100%. Lot of times I type something and there is a huge lag which makes getting work done very difficult. This is a company issued Mac. Given I am at home working 99% of the time, it is TB3 attached to a Startech TB3DKDPMAW. I attached TB3 to a left side port, power to a right side port. Out of the Startech Dock, I attached GbE, TB3 to 1x Acer 38" monitor, DisplayPort to the other Acer 38" monitor.

I have seen other postings on this issue. I reset my the SMC, still happening. Any more ideas? Do I need an external eGPU to drive my external monitors?
