I am trying to take a screen shot of part of my screen, I'm still new to using my mac and a friend (and Google) told me command+shift+4 and select the portion I want to capture. This does not work it just makes a noise and does allow me to capture anything.

Look in System Preferences => Keyboard and select the Shortcuts tab.
Do you see something like this? With these shortcuts and key combinations? Is the check box checked by these shortcuts so they are activated?

P.S. If it makes a noise, it may be capturing the screen, is the noise like the sound of a camera shutter?
Look on your Desktop, or in the Pictures or Documents folders. If you don't see anything search in Spotlight for
Screen Shot
the file will have a name like that.
Thank you, I looked at this link but my computer still will not screen shot or capture a section of my screen. When I click the buttons nothing happens and I know that command+shift+4 the cross hairs should show up for me to drag over the section I want but this does not happen.
