You can't. It all has to do with licensing. So, being not an option, let Apple know you want this to be one.

You can't merge or combine Apple IDs or make them an alias to another account.

One AppleID cannot be an alias to another. That is not possible. And when you get a new device, just use your existing AppleID on it. No need for a new AppleID whenever you get a new device (nor an alias for that matter - just use the AppleID you have).

But AppleIDs are secure online login IDs, so of course you cannot use one to access the accounts tied to another.
