When I type using the simplified Chinese keyboard, a little bar with suggestions for what I'm trying to write pops up at the bottom left corner of my screen. Sometimes, for some reason I don't know, the bar pops up right next to my cursor where I'm typing, which is what I'd prefer but I don't know how to make that permanent. Does anyone know how to do that, or if it is possible?

What apps does this happen in? Any Apple apps like Mail, Safari, Message, Notes, Pages? or only 3rd party apps?

It is an apple feature though, not part of google. It has to do with the keyboard settings of the macbook.
But if there is only a problem with Google Docs and not Apple's apps, Google will have to fix it.
