I was reading an e-book on the Libby app on my iPad. When I returned to the book the next day, it was frozen on the page and I can't get it to budge from that page. My e-mail, Kindle, etc. are working normally on the iPad.
Quit and relaunch the app.
Delete the app and add it back.
Search for it in the App Store. You'll see a little cloud with a down arrow. Tap on that to re-install. You'll need your library information to log in again.
Thanks for responding, but I'm not sure what you mean. If I leave Libby and return, it's still frozen. Do you mean add the Libby app again to my iPad? If so, I don't know how to do that (my library helped me do it before), but I can try to find out.

Thanks! Deleting Libby and adding it back makes sense to me. I think I've figured out how to delete it, but how do I add it back? I'm very inexperienced at this stuff!
