Why is my Apple Watch not pairing to my phone? I got a hand-me-down watch that was wiped clean and I’m trying to set it up with my phone. I need help with the activation lock.

Please refer to About Activation Lock on your Apple Watch - Apple Support. Whoever handed down the Watch should follow the steps listed in that Support Article.
