I would like to start a new TM backup drive and leave the old one as backup for older files at least for the time being - will ultimately repurpose the drive. Will TM be able to access and pull files from each drive? Is there a special setup needed to have both drives accessable to restore individual files?

It's up to you. If you want to start anew with a drive just use it and use the older drive for older files that you might want to restore. If you use both the older drive will eventually delete older backups to make room for new backups and you might lose older files on it that are not on your boot drive currently.

So there is no special setup for the new drive. As long both drives are TM machine drives that came from that same computer, right? Sorry about the extra question...just being extra cautious.
Do I want to choose "use both" when setting up the 2nd drive?

Yes. TM can restore from either drive from the same computer. To setup the new drive, go to System Preferences > Time Machine > Select Disk. From there you can have two backup disks.
